In this case, regular people (in theory) sharing memes isn’t really propaganda if they believe in the cause. Even if they aren’t willing to act.

Well, there isn’t much either side did in WWII that I call good. But humans will be humans. In this case, regular people (in theory) sharing memes isn’t really propaganda if they believe in the cause. Even if they aren’t willing to act.
